In Italy (3), Austria (2), Belgium (1), Hollande (1) and France (4) and connected with others consortium network (2) of IST of EC.

As you Know we are constituting our application (2+1 years research, development and demonstration) for the EC action IST (Information Society Technology) to be close on June 16th. See attachments documents. The particular action we pursue is defined in the IST program as III.2.3 : " Access to scientific and cultural heritage ".

Which will be part of the Form A to be filled by the coordinator. Feel free to comment or correct this preliminary text letters for corrections or comments (use only italic). It is very important that if you decide to joint the network as participant of the consortium you fill the Form A3 and have it signed by the authorized person in your organization, you should send to us :
- by e-mail (pstjean@ens-cachan.fr) the information that you write or modify. It should be easy for us to copy and paste parts of yours informations and needs and summarize the rest of it if it is too long or simalar to others (both are important : similarities and differences)
- by fax ((33) 1 47 40 24 38) with signature of the responsable manager (or an other responsable knowing surely that the responsable manager is ok) to be sur that you are enregistred as participant

We send you that you need to fill in the attachments that can be read in MSWord rtf or in Adobe Acrobat 3 pdf (if you can'nt read this documents we can send you the jpg or gif documents). Role of Partners :

Research Centers : define the R&D and needs of experimentation and demonstration and the involment of personel, people and public for "the access to the scientific and cultural heritage".

FORM A2 Proposal Summary
This is intended as a preliminary draft to communicate with the partners of the consortium . Please include your comments or  desires  and suggested modifications in italics. A final text will be proposed after receiving  your comments and other contributions (signed form A3, and elements for writing parts B and C).
Objectives (maximum 1000 characters)
--- Explore, research and develop ways to create Digital Interactive Spaces to voyage through cultural and scientific knowledge including the educational entertainment and entertainmental education with different levels of education (conceptualisation, reflections, interrogation, problematisation), creation (Design, interactive scenario, stage and scenic business) and show (human-vitual-network interactivity, multimedia 2D, 3D, fixed and animated, with audio-visuel).
--- Facilitate access to cultural and scientific knowledge by establishing highly efficient interactive links between museums, aquariums and science centers, and sites of research, experimentation and production throughout Europe.
--- Produce educational documents and user-friendly access to cultural and scientific databases on subjects ranging  from the infinitely small (atoms, molecules and cells) to the infinitely large (global country, eco-systems, continent, world, earth, planets and their systems), in reference to the human level (live and mental environment, city, local country  with cultural heritage).

Description of the work (maximum 2000 characters)
The work  is conceived as a 3 years (2+1) combined research and demonstration program including :
---Research and design of interactive virtual theaters of different levels of sophistication to be installed in sites visited by the public (museums, science centers, aquariums.. ) or used as training centers (schools, universities..)
---Explore concepts and techniques of navigation through different areas of knowledge (use of internet and database informations, computer animation,  and immersive 3D audiovisual techniques) and different disciplines.
---Analyse and chose protocols of communications between the theaters and research, production or demonstration sites. Explore different ways of communications for demonstrations, visits and dialogue (videoconferencing, interactive robotized microscopes and cameras...)
---Define and design prototypes of interactive documents (in theaters and on the web) based on projects carried out at  different centers of the consortium ( voyage in  the heart of matter , the cell, planktonic organisms, a modern or  ancient city or cultural heritage, etc.)
---Test the functioning of interactive virtual theaters  and web sites using the prototype documents and defined communication protocols.
 ---Develop,  produce and distribute with partner or contracting enterprises multimedia products (DVD/CDRoms)  based on the interactive documents for education , entertainment or access to research databases (scientific visualisation and interactive manipulations for design of the concept).
--- Exchange and disseminate the knowledge acquired  through meetings and workshop aimed at strengthening and expanding the present network.

Objectives

The objective of this work-package is the Research and Development of Cyber Spaces, Contents and Concept Design (conception, research, study on Arts et industrial creation, Design, industrial Design, Semiotics, Aesthetics and Systemics) in collaboration with the members and partners of the Consortium.

The generating concept include the definition of different kinds of spaces defined by the partners with specifications and innovations :

ï To focus the project on the human, as individual people, alone or in group, or in community and society, with different kinds of concrete, abstract and virtual environments and mixed environments, in object, subject and project situations.

ï To focus the project on human mind and body in conceptual activity, and interactivity with feedback sensations.

ï To focus the project on presentation, education and creation with components mixed and articulated in global methods and expressions of knowledge.

Providing "Access to a scientific and cultural heritage", this concept integrates these virtual spaces as sites of human interactivity in the presentation of knowledge. This could reach the top level in terms of competence and excellence in the use of social information technologies (hardware, software, network, contents, applications and people). 

 


 
 
Starting with the conception of the Conceptarium, the constraints book is studied. Part of it is developed by the Producing Department, which controls the plug-ins in HTML, JavaScript and JAVA3D, VRML. Open GL languages are developed in partnerships with industrial and software research centres. The result is tested on the World Wide Web multistations with few multimedia elements. When the tools receive their local validation, the database is implemented with contents for the interactive production. Testing is then done in a small configuration and in a real site of experimentation, demonstration and validation. The experiences are stored for study and dissemination.

Objectives :

The objective of this work-package is the Experimentation, Demonstration and Validation of prototypes according to the Consortium.

This also includes the Design of processes of experimentation and production as described earlier.

All of this is done with :

  • Different kinds of spaces (moving Space kit, Consortium Centres and Sites).
  • Different kinds of people and specific publics. 
  • Different kinds of contents according to the style of shows, of edutainments and creations, and also of real-time live science acquisition and observatory sites.
Description of work

One task is for prototyping, experimentation, setting, demonstrating with audiences and validation, starting with the smallest digital interactive space as transportable and linkable kit (computers, screens, seats and interfaces) for amphitheatres, great screen digital cinemas and theatres. It is also for testing the functionality and the communicability of this Cyber Space as a "mobile virtual lab or studio" and the possibility of installation in different sites as : 

  • A booth at the Laval Virtual Festival.
  • The "Moulin de líimage" of St-Piat (near Chartres).
  • An amphitheatre of the University of La Rochelle.
  • A booth or a specific Cyber Space at the Imagina Festival at Monaco.
  • A booth or a specific Cyber Space at CGIX, Synthesis and Eurographics Festivals in Europe.
  • A booth or a specific Cyber Space at Siggraph Convention in United States.
It also to initiate the concept of live ride through, free or interactived, obtained with emitting digital cameras on fishes in aquarium or a human visitor in natural or citizens environment (Museum, gallery, laboratory, studio) as a beginning of the voyage in the matter and the scientific and cultural knowledge.

Starting with the conception of the Concept-Atrium, the constraints book is study and realised. A part is worked at Department to control the realisation and digital plugins in HTML, JavaScript and JAVA3D, VRML, OpenGL languages are worked with software partners. The result is tested on the World Wide Web multi-stations with few multimedia elements. The objective of this work-package is the Dissemination of the Consortium Information, with Colloquium, Workshop, Meetings, Courses, Demonstrations of the new technologies interactive information systems and their social, educational and showing uses, Visio-Conferences, digital publishing on W.W.W. network and printing publishing.

Increases the size of the Consortium with new partners (industries and EDV Centres) to optimise costs and increases the possibility of standard materials and contents.

Objectives :

The objective of this work-package is the management and the co-ordination of the Consortium.

This work is not a centralised management but a feedback one where Works is dispatched to each centre and sites and come back to be discuss and validate according to local and global decision on network and in the workshops. The first partner is working on organisation and the second on redaction in conformity with the Consortium and the IST programme.

 
Description of work

All documented and programmed multimedia works are done on computers and networks with multiple stations standardised for the Consortium.

This task is a networked management with partners organised round :

ï An European group of banks for the dispatching of financial budgets according to the double signature of the prime and the manager of the Consortium,

ï a top signature of the Prime, 

ï a sub-level signature of the manager co-ordinator, according to the decision of the management committee, 

and a set of committees of decision and execution tasks :

ï A management committee taken decisions with majority plus one voice of the presents or represented people (two possible representation and a possibility of e-mail answer and vote) and a casting vote of the manager co-ordinating who represents all partners of the Consortium, used if there is equality of voices. The meetings should be done in commissions and sub-commissions with a nomination of a General Secretary for the report and the manager co-ordinating is the president of the cession with a nominated vice-president for each sub-commission.

ï An executive committee composed of one member by centre or site, responsible of the execution of the management committee decisions.

ï A committee of validation composed of usual members of the Consortium with others external specialists, experts and members of the dissemination committee (scientific, cultural and artistic mixed committees).

ï A results collecting committee to specialise, globalise the information and valorise partners and product documents for dissemination and expertise by the IST commissions.

ï A committee of reaction and edition with members of dissemination committee.

ï A committee of juridical tasks according to the copyright, industrial properties, the licences of exploitation of different kinds of productions into and outside of the Consortium.

ï A dissemination committee for the vulgarisation and high-level information diffusion, the teaching of the EDIS-Network tools and instruments for the creation and composition of contents (products, authors masterpieces), for the organisation of Conferences, Workshops, creation prices and user prices).

ï A specific relation with the others known network Consortiums of IST or others (Museums, Attraction Parks, Industrials) to research new partners to connect, increase and optimise the network, to standardise the products and to exchange valid products and discuss results.

ï A committee of R&D, for control and observation in optimisation of costs and works to preserve the quality of tasks and results of tasks ; and attached in optimisation of the decreasing ratio "network administrative and management tasks cost" on "works and results tasks", and the increasing ratio "quality, quantity, particularity and specificity in terms of respect of the local singleness points of view in the global realisations according to the scientific and cultural heritage" on "cost and standardisation".

ï And a virtual global secretaryís office of the Consortium distributed in local secretaryís offices working on network.
